Need help diagnosing a problem with rack and pinion steering?

It certainly sounds to me like it still needs to be bled. If the fluid looks foamy, there's still air in there. I'd bleed with the engine running. You don't need to go lock-to-lock, but as close as you can to it. Locking a bit doesn't really do any harm, just don't hold it on lock.
