How to even out my soil?

i would use a mattock a long handled irrigation shovel if you have one and a rake and plank of wood 3foot wide to attach to tines of rake break up soil over area to be prepared use mattock then use shovel and rake to get as good as can then with plank of wood attached to rake pull over area till level. then compact soil by tramping down with rake and feet continue till to your happy with it.
