Why doesnt harbajan singh get banned for chucking?

i mean harbajan singh is the biggest chucker in world cricket!!! why didnt the ICC ban him when he was reported......and it seems that sreesanth is also a chucker from what i have seen!!!! why does indians and most sub continent bowlers chuck? cant u fools bowl properly....i mean shoaib aktar chucks....shoaib malik chucks....so who will be the next chucker in indian cricket after sreesanth and harbajan!!!! the limit was set at 15 degrees....but harbajan seems to go way over that limit....i would say he bends about 20 degrees!!!! this ICC is full of asians fools.....i hope the aussies and the poms can gain full control of the icc so they can throw the chuckers out of the game!!!! no wonder we hardly ever win in india....how can u win when a chucker bowls in dust bowls that spin a mile......all aussies players think 80% of all sub continent bowlers are chuckers.....
