Could My neighbors 12 y.o. son be the next serial killer?

This kid is real evil and I'm not the type to report anything to the police on a 12 y.o. First time he came over here i was bbqin and he ask to borrow my lite fluid. He put it on his pet mice and lit it. I didn't think much of that. But then He stole a cat from the lady cross the street, put the fluid on the cats -hole and lit it and the cat ran around screaming. He run around the neighborhood beating other kids up(he's bigger), but monday he got beat up by a 14 y.o PR girl and he told me he was gonna make her disappear I don't know whether to take it serious or not. 1 of my neighbors said he talked to his dad, who's in the Marines(Mostly military area), and he cursed him and threaten him. I'm not afraid to talk to him because I'll whip his azz, but I'm not trying to goto to jail.
